For many users, Public tasks don't affect them in any perceptible way as they do not appear in their user or Project lists or their recent activity. This is not to say that this is not an inconvenience to you far from it. I am assuming that you are coming across these tasks by using the search function in the left hand nav. When you do, you see a bunch of public tasks. The short-term fix may be to use the top nav search as this excludes public tasks For the long-term we are working on an on/off switch for this in the left hand search so that as you have suggested you can choose to see this as opposed to being forced to!
